Background

The customer had a shipment of six containers containing decorative materials to be put up for a Mid-Autumn Festival celebration in Chinatown, Singapore. The decorative materials consisted of some 900 lanterns, including a towering 12m-tall centrepiece depicting Chang-E, the Chinese goddess of the moon.

Challenge

The customer found out that the vessel that their shipment was meant to be on was delayed, and they faced the risk of not having the materials to put up in time for the lighting ceremony. In fact, the already delayed vessel was expected to be further held up due to a suspected COVID-19 case onboard.

The Solution

The customer quickly got in touch with PSA Cargo Solutions Southeast Asia (PSA Cargo Solutions) for assistance. With support from the PSA team from Beibu Gulf-PSA International Container Terminal (BPCT), containers were re-nominated onto an earlier carrier.

Top stowage of the containers was arranged at the load port to facilitate priority discharge of the containers upon the vessel’s arrival in Singapore. Operations were expedited to facilitate the vessel’s fast turnaround at Qinzhou and the vessel was given a berth on arrival in Singapore.

Conclusion

With PSA’s intervention, the six time-critical containers were discharged and delivered just in time for the festive celebration. The customer was deeply appreciative of PSA Cargo Solutions’ work and said:

For time-critical cargo arriving in Singapore, Cargo Owners may request for Priority Discharge of shipments when the vessel berths at PSA Singapore. Possible solutions can include identifying the containers onboard and coordinating the early discharge of these shipments.

Top Stowage

Cargo Owners with export shipments requiring optimal discharge and expedited delivery at discharge ports can request for Top Stowage. PSA will work with stakeholders to top-stow time-critical cargo to allow the downstream ports expediency in discharging the cargo and arranging for onward delivery.

Express Delivery

This solution is relevant for Cargo Owners requiring assistance for the timely delivery of cargo to factories or consignees. The suite of services that can be coordinated by PSA Cargo Solutions include sharing the visibility of vessel arrival, assessing stowage plans for the timely discharge of containers and facilitating truck standby for taking direct delivery of the containers when discharged.

Flexi-Alerts

Cargo Owners requiring timely updates to Vessel Arrival and Departure Times or critical container milestone events such as Container Load or Discharge Times can subscribe to “Flexi-Alerts” via CALISTA. The alerts will be sent through email or SMS, to provide Cargo Owners with easy tracking of logistics movements and changes proactively in the current dynamic situation. Flexi-Alerts’ threshold-based intelligent monitoring allows timely alerts to be updated to Cargo Owners without them being overwhelmed by excessive notifications.

Fast Connection Management

This solution would be relevant for Cargo Owners requiring critical connections to be facilitated vessel-to-vessel for transhipment containers. PSA will coordinate operations with stakeholders to facilitate critical connections.
